TL;DR
Claude vs ChatGPT for European companies comes down to data residency, not model quality. Seat prices for Claude Team and ChatGPT Business are identical. ChatGPT Enterprise can store and process data in Europe; the Claude apps store data in the US. For APIs, Claude reaches the EU through Bedrock or Google Cloud, OpenAI through its EU endpoint or Azure.
How do Claude Team and ChatGPT Business compare?
On list price they are twins. Both charge 20 USD per standard seat per month on annual billing and 25 USD on monthly billing, with a premium seat at 100 USD annual. Both exclude training on your business data by default and include SSO. The differences sit in team size limits, Enterprise pricing and residency.

Two points deserve attention. First, Claude Enterprise has a published price: 20 USD per seat per month billed annually, and Anthropic adds that “usage cost scales with model and task”. The seat fee is therefore a floor, not a total. ChatGPT Enterprise publishes no price at all; OpenAI offers credit based and token based billing through sales.
Second, retention is similar on paper. OpenAI’s enterprise privacy page says Business and Enterprise admins decide how long data is kept and that deleted conversations leave OpenAI’s systems within 30 days unless the law requires otherwise. Anthropic’s privacy center states the same 30 day back end deletion for commercial products, and the pricing page lists custom retention for Enterprise.
Both vendors offer a DPA. OpenAI signs one for Business, Enterprise and the API. Anthropic incorporates its DPA into the Commercial Terms, with services in the EU provided by Anthropic Ireland Limited. Which option keeps your data in the EU?
For the chat apps, only ChatGPT Enterprise offers EU residency today. OpenAI stores and, on request, runs inference in Europe (EEA plus Switzerland) for eligible new Enterprise and Edu workspaces. Anthropic states that Claude app data is stored in the US and points Europeans to Bedrock, Google Cloud or Foundry instead.
The OpenAI help article separates two things. Data residency keeps customer content at rest in the region. Inference residency additionally keeps GPU processing in the region, and it exists only for Europe, the US and the UAE. Eligibility is limited to “eligible API customers and new ChatGPT Enterprise/Edu customers”. ChatGPT Business is not on that list. Workspace metadata, logins, billing and external integrations such as web search can still leave the region.
On the Claude side, the Anthropic privacy center is blunt: data is stored in the US. The only first party residency option is US-only inference, both in the Enterprise plan and via the API parameter inference_geo, which accepts only global or us according to the data residency docs.
For API workloads the picture flips. Claude has two mature EU routes through the hyperscalers, OpenAI has one direct route and one through Azure:

The OpenAI EU endpoint comes with conditions from the OpenAI data controls guide: you must contact sales for eligibility, the EU region requires Modified Abuse Monitoring or Zero Data Retention, background=True is not available on the Responses API in the EU, and residency does not cover system data such as account and usage metadata.
On Azure, the Microsoft region table lists gpt-5.6-sol, gpt-5.6-terra and gpt-5.6-luna under EU Data Zone Standard in nine European regions including Germany West Central and France Central. gpt-6-astra appears only in the US Data Zone table as of that page’s 3 September 2026 revision. What do the APIs cost for flagship and mid-tier models?
At list price the two vendors sit close together. The top tiers, Claude Fable 5.1 and GPT-6 Astra, both cost 10 USD input and 50 USD output per million tokens. In the workhorse tier Claude Opus 5 costs 5/25 USD and GPT-5.6 Sol 4/20 USD. In the mid tier Claude Sonnet 5 costs 2/10 USD, GPT-5.6 Terra 2/12 USD.

Claude prices come from the Anthropic pricing page and Amazon Bedrock pricing. OpenAI prices come from the OpenAI pricing page; the EU column is our calculation from OpenAI’s published 10% uplift.
Three caveats change real bills more than the list price:
- Long prompts. OpenAI charges 2x input and 1.5x output for the whole request once a prompt exceeds 272K input tokens, according to the GPT-6 Astra model page. A 500K-token prompt on gpt-6-astra is billed at 20/75 USD. Anthropic bills the full 1M context of Claude 4.6 and later at standard rates.
- Promotions. OpenAI labels the GPT-5.6 Sol price as promotional, available “at least through November 21, 2026”. Budget for a possible increase.
- Tokenizers. A million Claude tokens and a million OpenAI tokens do not contain the same amount of text. Compare cost per task on your own prompts, not cost per token.
Which is stronger for coding, long documents and agents?
We publish no benchmark scores because we did not read any on a primary source for this comparison. What the vendors document: both flagships target coding and agentic work, both offer a context window of about one million tokens, and Claude is cheaper once prompts pass 272K tokens. Everything beyond that below is our editorial judgement.
What is documented. Anthropic describes Claude Opus 5 as “for complex agentic coding and enterprise work” and recommends it as the default starting point in its models overview. OpenAI calls GPT-6 Astra “our most capable model” for “complex reasoning, coding, computer use, research, and document creation”. Context windows: 1M tokens for Claude Fable 5.1, Opus 5 and Sonnet 5; 1,050,000 for GPT-6 Astra and GPT-5.6 Sol. Both business plans bundle a coding agent: Claude Code in Claude plans, Codex in ChatGPT Business.
Editorial judgement (not a measurement):
- Long documents. Claude has a structural cost edge for contracts, tenders or codebases above 272K tokens, because OpenAI’s surcharge applies to the whole request. Below that threshold, price is a wash.
- Coding. Both vendors ship a mature coding agent in the business plan. Pick the one whose agent fits your repository workflow, then measure acceptance rates in a two week pilot.
- Agents in production. If your agent needs EU residency and already runs on AWS or Google Cloud, Claude through Bedrock or Google fits into existing IAM, logging and billing. If you run on Azure, the EU Data Zone favours OpenAI models; Claude on Foundry has no EU data zone.
The honest answer for model quality is to run your own evaluation set on both. Twenty real tasks from your team tell you more than any leaderboard.
Claude or ChatGPT: which should your company choose?
Choose ChatGPT Enterprise when staff need a chat tool and your DPO insists on EU storage and processing. Choose Claude via Bedrock or Google Cloud when you build API products on AWS or Google and need EU processing. For small teams without a residency mandate, Claude Team and ChatGPT Business cost the same; decide by pilot.

Our position: for most mid-sized European companies the residency requirement decides, and it points in two directions. For employee chat, ChatGPT Enterprise is the only product that documents EU residency. For API workloads, Claude through the hyperscaler you already use is the cleaner path. Is Claude or ChatGPT cheaper for a 20-person team?
Neither. Claude Team and ChatGPT Business both cost 20 USD per standard seat per month on annual billing, 400 USD for 20 users, or 25 USD per seat on monthly billing. Premium seats cost 100 USD on annual billing at both. Enterprise differs: Claude publishes 20 USD per seat plus usage, OpenAI publishes no Enterprise price.
Claude vs ChatGPT: which one keeps data in the EU?
For the chat apps, ChatGPT Enterprise does, for eligible new workspaces with data and inference residency in Europe (EEA plus Switzerland). Claude apps store data in the US. For APIs, Claude runs in the EU through Amazon Bedrock or Google Cloud, and OpenAI through eu.api.openai.com or an Azure EU Data Zone.
Do Claude or ChatGPT train on company data?
Not by default on business plans. Anthropic lists training as “None by default” for Team and Enterprise, OpenAI states it does not train on Business, Enterprise or API data by default. Can I get EU data residency with ChatGPT Business?
Not according to OpenAI’s documentation. The help article names only eligible API customers and new ChatGPT Enterprise or Edu customers. If residency is mandatory, budget for Enterprise and a sales conversation, or build on the API with the EU endpoint, which itself requires sales approval and Zero Data Retention or Modified Abuse Monitoring.
What does EU residency add to API costs?
About 10% on both sides. Bedrock and Google Cloud charge 10% more for EU endpoints than for global ones, so Claude Sonnet 5 moves from 2/10 to 2.20/11 USD per million tokens. OpenAI charges a 10% uplift on residency endpoints for models released on or after 5 March 2026.
Is Azure OpenAI the same as OpenAI’s EU endpoint?
No. Azure OpenAI is operated by Microsoft under Azure terms, with the EU Data Zone following the Azure EU Data Boundary. The OpenAI EU endpoint is operated by OpenAI. Model availability differs: on 19 September 2026, gpt-6-astra was listed on OpenAI’s EU endpoint but not in Azure’s EU Data Zone table.
