What is Microsoft Copilot, and what is Claude?
Microsoft Copilot is the assistant inside Microsoft 365. It sits in Word, Excel, Outlook and Teams, pulls context from Microsoft Graph, and answers in the open file. Claude is Anthropic’s assistant and API, in its own apps, in Claude Code and as token billing. Copilot vs Claude compares an Office add-on with a standalone model product.
The licensing page splits three tiers. Copilot Chat (Basic) ships with an eligible Microsoft 365 plan at no extra cost and mostly searches the web. Microsoft 365 Copilot (Basic) lives in the apps without the paid add-on, with limited capacity. Microsoft 365 Copilot (Premium) is the add-on: Graph and Work IQ, priority access, agents, Purview. The app URL is copilot.cloud.microsoft.
The architecture page lists four steps. A user types in the app. Copilot grounds the prompt through Graph in the tenant, only on data that person may see. The grounded prompt goes to the language model. The reply returns to the app. Conditional Access and MFA apply as they do for the rest of Microsoft 365.
Claude covers chat, files, research, Claude Code and an API. Team and Enterprise add SSO, central billing and no training by default. The pricing page also lists Claude for Microsoft 365 and Outlook from Pro upward. That is a connector, not a replacement for Copilot in the tenant. Our view: buy Copilot when the workday lives in Word and Outlook and the tenant already exists. Buy Claude when you pick models, build agents or steer tokens through AWS or Google.
What does Copilot cost, and what does Claude cost?
Copilot bills per seat and requires a Microsoft 365 plan underneath. Claude Team also bills per seat, and the API bills per token on top. List prices sit close together. The gap is the required base licence and, from December 2026, optional credits on top.
Microsoft published two Copilot prices in the Partner Center on 18 November 2025. The current Copilot SKU is 30 USD per user per month. Copilot Business is 21.00 USD, cap 300 seats, and needs Business Basic, Standard or Premium. Bundles: Business Standard plus Copilot Business 30.50 USD, Business Premium plus Copilot Business 43 USD, list per user per month. The FAQ confirms the same capabilities as Microsoft Copilot, annual commitment only, no month-to-month purchase, and the large SKU above 300 users.
The October 2026 announcement changes the bill for new Copilot Business purchases through CSP from 1 December 2026. Usage-based billing becomes the default. The spending limit starts at 4,000 Copilot Credits per user per month. Microsoft’s example: 100 users may consume 400,000 credits a month, billed on actual use. The rollout does not start in Germany, France, Italy, the Netherlands, Poland, Spain and several other markets. The Learn pages we read do not state a USD price per credit.
Claude Team needs at least two members and at most 150 seats. The Team help article lists four US amounts before tax: Standard 25 USD monthly or 20 USD on annual billing, Premium 125 or 100 USD. Standard includes 1.25 times Pro usage, Premium 6.25 times. Enterprise, on claude.com/pricing, is 20 USD per seat per month plus usage at API rates, annual only. Pro for individuals: 17 USD a month on an annual plan (200 USD up front) or 20 USD monthly. Max starts at 100 USD.
API list prices on 9 October 2026 from the Anthropic pricing page: Sonnet 5.5 is 2 / 10 USD per million tokens, Opus 5.5 is 4 / 20, Haiku 5.5 is 0.10 / 0.50 up to 100,000 prompt tokens and 0.50 / 2.50 above that. US-only inference (inference_geo: "us") multiplies by 1.1. Regional and multi-region endpoints from Sonnet 4.5 add 10 percent over global. CCU on Foundry and Claude Platform on AWS: 0.01 USD, 100 CCU equals 1.00 USD. Every Claude plan is in Claude pricing plans 2026.

Example before tax: ten Copilot Business seats are 210 USD a month, plus Microsoft 365. Ten Claude Team Standard seats on annual billing are 200 USD a month, 2,400 USD a year. Twenty Copilot SKU seats are 600 USD. Twenty Claude Team Standard seats on annual billing are 400 USD. Copilot costs more once the base plan is in the sum. Claude costs more once extra credits or API load land on the invoice.
Where does the data run in the EU?
Copilot can keep inference inside the EU Data Boundary. The Claude apps cannot. The Copilot catch: flex routing and Anthropic models are two switches. When they are on, processing may run in the United States, Canada or Australia, even if storage stays in the boundary.
Microsoft commits, for eligible tenants in the EU and EFTA, to store and process Customer Data inside the EU Data Boundary. Multi-Geo tenants fall out, even if the tenant country is Germany. Flex routing may send inference to the United States, Canada or Australia in peak load. Storage stays in the boundary, except limited pseudonymised data. The switch is on by default for tenants created after 25 March 2026. Older tenants should check the value in the admin center. “Do not allow flex routing” keeps inference inside the boundary.
Enterprise data protection covers prompts and responses: Microsoft is the processor, no training of foundation models, Graph permissions stay in force. The EU Data Boundary does not cover Bing web queries. Anthropic models in Copilot are also excluded from the boundary.
The Anthropic models page is the main exception for EU teams. In the EU, EFTA and the UK, Anthropic models default to “No users”. Turning them on makes Anthropic a Microsoft subprocessor. Those models sit outside the EU Data Boundary. The transfer list states that Customer Data is processed in the United States while storage can remain in the boundary. Data Retention models (for example Fable 5 and Mythos 5) are stored by Anthropic: most inputs and outputs up to 30 days, up to two years on policy hits, classification scores up to seven years. They need a separate accept of Anthropic’s terms and DPA. Researcher, Copilot in Excel and Copilot Cowork can use Claude once the switch is on.
Claude itself, on the residency page, only offers inference_geo us or global. Workspace geo is us only. The Claude apps store in the United States. For processing in member states, use Amazon Bedrock with eu.anthropic.claude-sonnet-5-5. The model card of 28 September 2026 lists a 1M-token context and 128,000 output tokens. From Frankfurt the EU profile routes to Frankfurt, Stockholm, Milan, Spain, Ireland and Paris. London as a source may also hit London. That stays in Europe. It is not a pin to one Region. When Copilot, when Claude, when both?
Take Copilot when the workday lives in Microsoft 365 and inference must stay in the EU Data Boundary. Take Claude when you pick the model, build agents or steer tokens through AWS or Google. Take both when Office work and a Claude API run side by side. Turn Anthropic on in Copilot only if a US transfer is accepted.

We recommend the mix for most mid-sized firms that already run Microsoft 365. Copilot drafts mail and summarises meetings, up to 30 days in the overview. Claude on Bedrock writes internal tools, RAG and agents without leaving the AWS account. Turning Anthropic on in Copilot means the same vendor, a different transfer, the United States.
How to set up the EU path
Set the Copilot switches in the tenant first, then the Claude path on Bedrock. The steps are independent. Copilot does not change your AWS bill, and Bedrock does not change flex routing. The five points below split licence, residency and the first EU call.
- In the Microsoft 365 admin center go to Copilot, Settings, Flex routing during peak load periods. For inference in the boundary pick Do not allow flex routing. Role: AI Administrator.
- Under Copilot, Settings, AI providers operating as Microsoft subprocessors, leave Anthropic on No users in an EU tenant. Turn it on only if the US transfer is in the DPA.
- Assign Copilot licences only to accounts that already hold an eligible Microsoft 365 plan. The licence-details diagnostic checks this per user.
- Allow

The profile keeps inference in the EU destination Regions on the model card. Foundry does not replace it: Claude has no EU data zone there. The Team plan without EU inference is in Claude Team plan for European teams.

What does Copilot vs Claude cost for 20 people?
Twenty Copilot Business seats are 420 USD a month, plus Microsoft 365, on an annual term. Twenty Claude Team Standard seats on annual billing are 400 USD a month, 4,800 USD a year. The 30 USD Copilot SKU is 600 USD. Extra Copilot Credits (4,000 default, not in DE at launch) and extra Claude credits sit on top.
Copilot vs Claude: what is the difference in one sentence?
Copilot is the assistant inside Microsoft 365 with Graph context. Claude is Anthropic’s assistant and API, with no tenant grounding, and with model choice plus cloud residency on Bedrock or Google.
Do prompts stay in the EU when Copilot is on?

Is Claude in Copilot the same as Claude on Bedrock?

Do I need Copilot if I already have Claude Team?
No. Claude Team includes Claude for Microsoft 365 as a connector, not the Graph assistant in Word and Teams. Copilot Chat (Basic) often already sits in the Microsoft 365 plan. The Premium add-on pays off when grounding across mail and files is required.
Do Microsoft or Anthropic train on our company data?
On Copilot and Copilot Chat: no, prompts, responses and Graph data do not train foundation models. On Claude Team and Enterprise: none by default. Consumer plans Free, Pro and Max are opt-out. Data Retention models in Copilot store data at Anthropic for up to 30 days, with no training without express permission.
